Windows Server 2019 Remote Desktop Services CALs
Windows Server 2019 Remote Desktop Services: is a robust solution for facilitating remote access and application delivery within organizations. It builds upon the strengths of previous Windows Server editions, offering enhanced security, performance, and scalability. With RDS in Windows Server 2019, businesses can efficiently manage and provide remote access to Windows-based applications and desktops, catering to the needs of a modern, mobile workforce. The platform includes essential components like Remote Desktop Session Hosts (RDSH), Remote Desktop Gateway (RD Gateway), and Remote Desktop Web Access (RD Web Access), all of which contribute to creating a secure and user-friendly remote computing environment.
Windows Server 2019 RDS provides a highly secure, scalable, and flexible solution for remote access to desktops and applications. It offers two main types of Client Access Licenses (CALs):
RDS User CALs - for every user who accesses the server to use services such as file storage or printing, regardless of the number of devices they use for that access. Example: Employees access the corporate network using multiple devices or if there are simply more devices than users in the organization. In this case, you would need to purchase a user CAL for every user who accesses the server, regardless of the number of devices they use for that access.
RDS Device CALs - for every device that accesses your server, regardless of the number of users who use that device to access the server. Example: Employees share devices, such as shift workers, or there are likely more employees than devices in the organization. In this case, you would need to purchase a device CAL for every device used to access the server.

Windows Remote Desktop Server 2019 Licensing and Activation
Activated Remote Desktop Licensing (RD Licensing) servers let users connect to the RD Session Host servers hosting the tenant's desktops and apps. Tenant environments usually come with the RD Licensing server already installed, but for hosted environments you'll have to configure the server in per-user mode.
The service provider needs enough RDS Subscriber Access Licenses (SALs) to cover all authorized unique (not concurrent) users that sign in to the service each month. Service providers can purchase Microsoft Azure Infrastructure Services directly, and can purchase SALs through the Microsoft Service Provider Licensing Agreement (SPLA) program. Customers looking for a hosted desktop solution must purchase the complete hosted solution (Azure and RDS) from the service provider.
Small tenants can reduce costs by combining the file server and RD Licensing components onto a single virtual machine. To provide higher service availability, tenants can deploy two RD License server virtual machines in the same availability set. All RD servers in the tenant's environment are associated with both RD License servers to keep users able to connect to new sessions even if one of the servers goes down.
1. Install RDS License Server Role:
Open Server Manager on your Windows Server 2019.
Click on "Add roles and features."
Choose "Remote Desktop Services Installation."
Select "Remote Desktop Licensing" and complete the installation process.
2. Configure the RDS License Server:
After installing the RDS License Server role, open the Remote Desktop Licensing Manager from the Tools menu in Server Manager.
Right-click on the server name in the Licensing Manager and choose "Activate Server."
Follow the activation wizard to complete the activation process, which usually involves contacting Microsoft's licensing servers and providing the necessary information.
3. Install RDS CALs:
In the Remote Desktop Licensing Manager, right-click on the server name and choose "Install Licenses."
Follow the License Wizard to install the purchased RDS CALs.
You will need to enter the license key or product key provided when you purchased the CALs.
4. Configure Licensing Mode:
In the Remote Desktop Session Host Configuration (accessible from the Remote Desktop Services section in Server Manager), set the licensing mode to match your CAL type (User CALs or Device CALs). This should match the CALs you've installed.
5. Reboot the Server (if necessary):
In some cases, you may need to restart the server or services for the licensing changes to take effect.
6. Monitor and Manage RDS CALs:
Regularly monitor the Remote Desktop Licensing Manager to ensure that your CALs are correctly installed, and you have enough licenses to accommodate your users or devices.
It's crucial to comply with Microsoft's licensing terms and ensure that you have a sufficient number of RDS CALs for all users or devices accessing your RDS infrastructure. Failure to do so can result in licensing violations.
Please note that the process may vary slightly depending on your specific network setup and licensing requirements, so it's essential to consult Microsoft's official documentation or seek guidance from a Microsoft licensing expert if you encounter any issues during the installation and activation of RDS CALs.
