There are two types of Remote Desktop Service CALs:

RDS Per User CALs
RDS Per Device CALs
Per Device | Per User |

There are three core roles to setup a RDS environment and are as follows:
- Remote Desktop Session Host (RDSH): Applications are installed and published from the Session Host servers.
- Remote Desktop Connection Broker (RDCB):
This role handles user sessions by load balancing among the RD Session
Host servers. Also allows disconnected users to reconnect to their
existing sessions without starting a new one.
- Remote Desktop Web Access (RDWA): This role provides a web portal to access the RDS environment. Also allows Windows 7 & 8 desktops to connect using the RemoteApp and Desktop Connection.
The follows roles are not required but add additional abilities to Windows Server 2012 RDS:
- Remote Desktop Gateway (RDG):
This role enables remote users to use the Remote Desktop Protocol (RDP)
over HTTPS. It is placed on the edge of your network and acts as the
entry point to your RDS environment externally.
- Remote Desktop Virtualization Host (RDVH): This allows RDS integration with a Hyper-V hypervisor to manage virtual desktops
- Licensing: RDS comes with
a 120 day trial period. When the trial period ends RDS will no longer
accept connections. The RDS License role handles the licensing for RDS. For additional reading about the roles for RDS check out the Microsoft RDS Overview

When
RDS Per Device licensing mode is used, and a client computer or device
connects to an RD Session Host server for the first time, the client
computer or device is issued a temporary license by default. When a
client computer or device connects to an RD Session Host server for the
second time, if the license server is activated and enough RDS Per
Device CALs are available, the license server issues the client
computer or device a permanent, RDS Per Device CAL.
RDS Per User CAL gives one user the right to access an RD Session Host
server from an unlimited number of client computers or devices. RDS Per
User CALs are not enforced by RD Licensing. As a result, client
connections can occur regardless of the number of RDS Per User CALs
installed on the license server.
You can use the Remote Desktop Licensing Manager
(RD Licensing Manager) tool to track and generate reports on the
issuance of RDS Per User CALs. For more information, see Track the

Installing and Configuring Remote Desktop Services (RDS) CALs on Windows Server 2012 and Windows Server 2012 R2:
On the left side of the window of Server Manager, click Remote Desktop Services, and then click Servers, select the server RDCB1, and then click RD Licensing Manager. Right-click the license server, and then click Install Licenses:
- In the Install Licenses Wizard, on the Welcome to the Install Licenses Wizard page, click Next.
- On the License Program page, select License Pack (Retail Purchase), and then click Next.
- Enter the 5x5 Retail license key (Which you will receive from us after your purchase and payment), click Add, and then click Next.

To verify the functionality of the deployment, use Remote Desktop Connection (RDC) to connect to the remote host. The use of the license will be verified on the Remote Desktop license server. Verify client connectivity:
To verify client connectivity in a session-based desktop deployment: Establish a client connection in a session-based desktop deployment using a valid license
To verify client connectivity in a virtual machine-based desktop deployment: Establish a client connection in a virtual machine-based desktop deployment using a valid license and Verify the RDS CAL by using Remote Desktop Licensing Manager.
