Remote Desktop Services - enables users to access session-based desktops, virtual machine-based desktops, or applications in the data center from both within a corporate network and from the Internet. Remote Desktop Services helps to securely connect remote users from managed or undamaged devices.


There are two types of Remote Desktop Service CALs:

  • RDS Per User CALs
  • RDS Per Device CALs

The following table outlines the differences between the two types of CALs:

Per Device Per User
CALs are physically assigned to each device. CALs are assigned to a user in Active Directory.
CALs are tracked and enforced by the license server. CALs are tracked but not enforced by the license server.
CALs can be tracked regardless of Active Directory membership. CALs cannot be tracked within a workgroup.
You can revoke up to 20% of CALs. You cannot revoke any CALs.
Temporary CALs are valid for 52-89 days. Temporary CALs are not available.
CALs cannot be overallocated. CALs can be overallocated (in breach of the Remote Desktop licensing agreement).

Note about CAL versions

The CAL used by users or devices must correspond to the version of Windows Server that the user or device is connecting to. You can't use older CALs to access newer Windows Server versions, but you can use newer CALs to access older Windows Server versions.

Any RDS license server can host licenses from all previous versions of Remote Desktop Services and the current version of Remote Desktop Services. For example, a Windows Server 2016 RDS license server can host licenses from all previous versions of RDS, while a Windows Server 2012 R2 RDS license server can only host licenses up to Windows Server 2012 R2.

Support for Gen 2 VMs

You can now use Gen 2 VMs (virtual machines) with Remote Desktop. You can use Gen 2 VMs as template images for pooled/personal VM collections and personal session desktop collections. There's no additional configuration required, so deploy at will.

There are two types of Remote Desktop Services client access licenses (RDS CALs)

When Per Device licensing mode is used, and a client computer or device connects to an RD Session Host server for the first time, the client computer or device is issued a temporary license by default. When a client computer or device connects to an RD Session Host server for the second time, if the license server is activated and enough RDS Per Device CALs are available, the license server issues the client computer or device a permanent, RDS Per Device CAL.

An RDS Per User CAL gives one user the right to access an RD Session Host server from an unlimited number of client computers or devices. RDS Per User CALs are not enforced by RD Licensing. As a result, client connections can occur regardless of the number of RDS Per User CALs installed on the license server. This does not absolve administrators from Microsoft Software License Terms requirements to have a valid RDS Per User CAL for each user. Failure to have an RDS Per User CAL for each user, if Per User licensing mode is being used, is a violation of the license terms.

To ensure that you are in compliance with the license terms, make sure that you track the number of RDS Per User CALs being used in your organization and that you have a sufficient number of RDS Per User CALs installed on the license server to provide an RDS Per User CAL for each user that needs to connect to the RD Session Host server.

Install RDS User/Device CALs on the Remote Desktop License Server

Install RDS CALs on the Remote Desktop license server, to allow the license server to issue Remote Desktop Services client access licenses (RDS CALs).

Install RDS CALs on the Remote Desktop license server

To install Remote Desktop Services client access licenses (RDS CALs) automatically
  1. On the left side of the window, click Remote Desktop Services, and then click Servers, select the server RDCB1, and then click RD Licensing Manager.

  2. Right-click the license server RDCB1, and then click Install Licenses.

  3. In the Install Licenses Wizard, on the Welcome to the Install Licenses Wizard page, click Next.

  4. On the License Program page, select License Pack (Retail Purchase), and then click Next.

  5. Enter the 5x5 Retail license key that you received by email after the purchase from us, click Add, and then click Next.

  6. Click Finish, to complete installation of the licenses. The license server can now issue RDS CALs to clients that connect to a Remote Desktop Services deployment.

Verify Licensing for the Remote Desktop Services

To verify the functionality of the deployment, use Remote Desktop Connection (RDC) to connect to the remote host. The use of the license will be verified on the Remote Desktop license server.
